Dept struggling to repair NH 415

ITANAGAR, Jul 7: Continuous rains have been disrupting the early repair of the portion of NH 415 between Itanagar and Naharlagun near Dree Ground. Executive Engineer Nani Tath who has been monitoring the restoration work informed that men and machine have been pressed into action 24 hours a day for the restoration work. However, continuous rain has become a hurdle in early restoration of the said portion of damaged road. "Formation cutting was breaking up at some places due to rains while, the ground has turned muddy which is preventing layering of stone chips and construction materials in order to make it a motorable road," the EE stated adding that the restoration would hasten once the rains stop for a few days.
'The PWD is on its toes and man and machineries have been deployed permanently at the spot to ensure that the road is restored at the earliest', the EE said. The said portion of road had washed away early on Saturday leading to diversion of traffic to Papu Nallah and Itanagar via Jollang road until completion of restoration work. Earlier, traffic movement was briefly restored on Wednesday but owning to poor road condition, traffic was again diverted on Friday resulting in massive traffic congestion.
Two bodies retrieved from crash site, search operation still on

ITANAGAR, Jul 7: Mortal remains of IAF personnel Wing Commander M S Dhillon and Lt Constable Nada Umbing have been airlifted from crash site on Friday.
Lt. Ct Nada Umbing's body was mistakenly flown to Tezpur airbase along with Dhillon by IAF and later brought back to Itanagar by road, informed Superintendent of Police Papum Pare Tumme Amo. However, body of Flight Lieutenant P K Singh could not be airlifted due to inclement weather and the search operation is still on to trace the missing body of Sergeant Gujjar.
SP added that body of Lt. Ct Nada Umbing was lying some meters away from the helicopter which was identified by two relatives of late Nada, while Wing Commander Dhillon's body was trapped inside the chopper. The search operation team had to clear the jungle near the crash site so that bodies could be airlifted on Thursday.

Army/NDRF/IAF personnel and Magistrate are camping at crash site and local porters have been arranged by District administration to lift flood items for the teams.

Meanwhile, Governor of Arunachal Pradesh PB Acharya has expressed shock and grief over the tragic accident.
The Governor, who is on an official tour to Maharashtra said that the unfortunate accident have saddened all, as the experienced pilots and air crew along with Police personnel of the aircraft were accomplishing a very challenging rescue mission. Their noble service will be remembered by all of us forever, he said.

Arunachal Times journalist assaulted, press bodies condemn attack

The 52 year old Sinha was walking back home after work when he was assaulted. The attack was so severe that he fell unconscious for sometime before he managed to pick himself up and report to the ITBP personnel, guarding the civil secretariat. Sinha had identified himself as a journalist of this daily just before the attack when the assaulters asked him where he was coming from.
With the help of ITBP, a passerby, whose identity we don't know as yet later dropped Sinha back to the office from where he was taken to the R K mission hospital. Doctors expect that he will make a full recovery.
Assaulters snatched his belongings including mobile phone and cash.
This is the second attack on Sinha who was beaten up in 2012. That time, the assaulters were never arrested even though CCTV footages were provided to the police by this Daily.
The Arunachal Times demands immediate arrest of the four assaulters. If arrests are not made within a short period, this daily will be forced to take strong measures including banning of all government news.
Meanwhile, reacting to the latest incident of attack on a member of the press fraternity of the state, the news media organisations have expressed their collective anger over such frequent incidents.
Arunachal Press Club, Arunachal Pradesh Union of Working Journalists, and Arunachal Electronic Media Association while condemning the assault said that media persons are especially vulnerable to such attacks.
"The nature of the job is such that most print media journalists and employees often work late into the night to keep citizens updated with the happenings of the state and return home well after 11 PM. Such work timings leave press persons at a disadvantage," a joint statement from the organisations said.
The press bodies' concerns were amplified by the fact that the incident took place just next to the Civil Secretariat where security personnel are posted 24/7. While they expressed their gratitude to the security personnel who helped Sinha after the assault, they expressed concerns over the law and order scenario in the state capital.

Regional Air Connectivity Scheme for Arunachal
ITANAGAR, Jul 7: The Secretary Ministry of Civil Aviation RN Choubey informed that operation of small fixed wing aircrafts of less than 9 seats will be included in the Regional Connectivity Scheme (RCS) for Arunachal Pradesh and other North Eastern States.

Cosplayers seek govt support

ITANAGAR, Jul 7: Arunachali girls Junnu Pingam and Gichik Charchang will represent India at the World Cosplay Summit 2017 to be held in Nagoya Japan from July 29 next.
Junnu and Charchang were selected to represent India in upcoming world Cosplay after preliminary competition held in Aizwal recently. The world Cosplay is organised in Nagoya, Japan every year since 2003 and this year 32 countries are participating.
Addressing a press conference, Junnu and Charchang today sought help from the state government.
"So far we have been managing ourselves, we have no sponsors" said Junnu.
Junnu further divulged that people are cynical and not supportive of Cosplay saying that it's a foreign culture and cultural distraction to youths.
"Cosplay gives us a platform for many things including crafting, acting and personality building. The disarrayed youths can be encouraged to get into Cosplay" Junnu added.
She revealed that World Cosplay has a criterion that seeks that the costume should be based on Japanese animated character.
"We will try our best to live up to everyone's expectation, though it would be tough at the World stage" Junnu said.
Cosplay is a unique form of performing art where people wear specific costume based on anime, manga, comic books, games, movies and novel. Cosplay started four years ago in Itanagar with the first event held in 2013.
APCC demands revival of schemes
ITANAGAR, Jul 7: Arunachal Pradesh Congress Committee (APCC) has criticized the ruling BJP Government for discontinuing the scheme for providing sanitary pads to school students, which was launched by former Chief Minister Nabam Tuki.

"As per government survey, majority of the village women in Tirap do not use any kind of sanitary pads during their menstrual cycle; but they want to use it, if low cost sanitary napkins are made available for them," the APCC release said.
Criticising the Pema Khandu led government for its alleged lack of ability to implement any people friendly schemes and programme, APCC demanded revival of the scheme to ensure menstrual hygine among the girls and rural women.
Pema emphasis on monitoring and work culture
ITANAGAR, July 7: Chief Minister Pema Khandu has called for a strong monitoring system in place and change of work culture for successful delivery of health services in Arunachal Pradesh.
Chairing the State Health Mission (SHM) meeting for the first time here today, Khandu said over the years the health service in the state has improved but still there remains large scope for improvement. He particularly emphasized on rationalization in posting and transfers of health professionals according to needs.
For actual service delivery at the ground level, the Chief Minister requested the health department and the state health mission to put in place a strong mechanism for monitoring and making officials accountable.
He said despite monitoring mechanism at all levels, service delivery at the grass root is not satisfactory.
Khandu was very particular about the deteriorating work culture amongst government officials, which has become the major stumbling stone in the health delivery system and urged officials to perform or face the consequences.
The Chief Minister also called for convergence of schemes under the National Health Mission with welfare schemes of other departments like Public Health Engineering and Water Supply and Women and Child Development.
He directed the NHM officials to coordinate with the officials of these departments and work together for successful implementation of health related schemes especially in rural areas.
On being informed that release of funds has been an issue in taking up projects and implementing schemes, the Chief Minister said that the Finance Department has been streamlined and its working style has been revamped to avoid delay in release of funds.
Deputy Chief Minister and Finance Minister Chowna Mein expressed surprise that there were so many schemes being sponsored by the Center under NHM not known to many. He advised the State Health Mission to create awareness about the schemes amongst all levels, particularly amongst the legislators so that they can educate their people in their respective constituencies.
Reiterating that the state government has adopted a zero tolerance policy for health services, Mein said this would be possible only through a strong political will. Therefore, he suggested a meeting within the elected members of the state and coming to a consensus on it.
Mein asserted that the government has given top priority to the health sector in this year's budget and will continue to do so. He requested the department to prepare a comprehensive proposal in consultation with the Finance Commissioner for inclusion in the next budget.
PHE&WS Minister Bamang Felix, also present in the meeting suggested proper coordination between the health department and PHED as most common ailments are water borne.
He requested the department to provide a data of water borne diseases specific to districts or divisions so that his department could take up potable water supply projects accordingly for treatment and distribution.
The state government has taken a stand to provide treated potable water to every household of the state by 2021 and the health department has to contribute for its success, he said.

Panchayati Raj and Rural Development Minister Alo Libang too viewed that awareness has to be created about the numerous schemes being implemented under NHM especially amongst the legislators. He also suggested taking into confidence the local legislator while implementing the schemes at the grass root levels as they will best know the local issues and can provide logistical support for successful implementation.
Parliamentary Secretary for Health Phurpa Tsering suggested for roping in the deputy commissioners and entrusting them with the responsibility of implementing health schemes successfully in their respective districts. He requested the Health Commissioners to include the deputy commissioners in the next meeting of SHM.
Earlier, state Mission Director for NHM gave a detailed power point presentation on activities being done across the state under NHM and the achievements made so far besides the financial requirements for future activities.
The meeting was also attended by UD and Town Planning Minister Nabam Rebia, Chief Secretary (in charge), Finance Commissioner, Health Commissioner, Secretaries of PHED and Women and Child Development, special invitee Regional Director, GoI, Dr P J Gogoi, Director of Health Services and officials of the health department and SHM.
KVK intervention in Anjaw
anjaw, Jul 7: Anjaw district is blessed with natural fauna, flora and endangered medicinal plants and different crops which have unique characteristics. The district is also known as biodiversity hotspot, where many landraces, local seeds and traits are yet to be identified by the scientist of ICAR and KVKs.
KVK Anjaw has put their efforts in this direction since establishment to collect, identify and conserve the locally available landraces, such as millets, pulses, cereal, tuber crops, leafy vegetables, oilseeds and medicinal plants from almost all the blocks of Anjaw district.
In this context, National Bureau of Plant Genetic Resources (NBPGR) and Anjaw put their efforts jointly and collected more than 174 local germplasm of different crops for conservation and identification.
During this germplasm collection survey, team of KVK Anjaw and NBPGR, New Delhi has found one Dadangmai Manyu,where she is putting their individual efforts as a farmer to save and conserve their local germplasm for future use.
KVK Scientist visited her farm and found that she has collected number of varieties of crops. She also involved in making of indigenous handloom from weedy plant which is locally named as Chuaam from which she received a good amount of income.
Manyu has shown the path for all tribal communities to conserve their local plants, landraces for further future uses of mankind. Many departments and organization appreciated her efforts for saving and conserving the local landraces for future generation.
Body builder Paklu Taipodia seeks sponsors for world event
ITANAGAR, Jul 7: Body builder Paklu Taipodia is running from pillar to post seeking financial assistance to participate in two events in South Korea and Mongolia.
She was recently selected by Indian Body building Federation to participate in the ensuing 51st Asian body building and Physique Sports Championship to be held at Seoul, South Korea and another one in Mongolia.
"Lack of support demoralize me and even the government has not helped us," rued Taipodia while interacting with reporters at Press Club this afternoon.
"I have tried everything under my capacity to fill the financial gap, but I soon realized that without adequate funds, I won't be able to participate in the events." added Taipodia.
"To participate in the two events, I need at least Rs15 lakhs to begin training including the fees for Coaches and assistance. I will be forced to step out from the Competition, if I cannot find a sponsor or government do not give support," informed Taipodia.
Born in Likabali, Taipodia started her career in 1998 and was trained by a retired army officer.
In the span of two years from 2015 to 16, Taipodia has won many coveted titles in both regional and national level, which includes Miss India Women Body builder (2016), where she secured 4th position. She won the Eastern India Women Sports Physique in 2017 and 1998.
On the other hand, Taipodia said that even after announcement to confer her with the prestigious state award on the republic day celebration this year, her name was pulled off from the last of awardees.
Forestation drives mark Van Mahotsava

Meanwhile, students from Arunachal Pradesh and Nagaland took part in a plantation programme in Mumbai organized by Government of Maharashtra at the initiative of Governor PB Acharya. The programme was organised at Dahisar West in Mumbai.
Maharashtra government has under taken a mission to plant four crore tree saplings during the Van Mahotsav celebration.
The Governor, who is currently on tour of Marashtra, initiated the plantation programme to strengthen emotional and national integration among the people of North East and Maharashtra.
"Such involvement of the people of the North East in government initiatives and programmes of the host state will go a long way in blending themselves with the people of other parts of the country, thereby reinforce the spirit of unity in diversity," the governor said.
He urged the youth of the region to learn about other people and at the same time showcase their rich cultural heritage in order to create strong bonds and unity.
The Governor said that concerted efforts are required to maintain and improve the existing natural resources.
Remote Sensing Technology to identify land suitability: Mein
ITANAGAR, Jul 7: Deputy Chief Minister Chowna Mein has mooted using Remote Sensing Technology to identify the suitability of land for different crops across the state. He offered this idea in a meeting with B V Raman Kumar, Chief Executive Officer of Remote Sensing Instruments (RSI), Hyderabad here this evening.
He said that the farmers of the state have been blindly cultivating the crops without any geomorphological mapping as a result of which there have been failures in cultivation of cash crops in many parts of the state causing losses to the farmers.
He said that Remote Sensing Instruments can be an effective tool for future planning in agriculture and horticulture. He requested the Minister of Agriculture, Wangki Lowang, who was also present in the meeting, to conduct another round of meeting with the Officers of RSI and NABARD and get the required data from RSI by letting them to conduct land mapping for the State which would be of great help for future planning.
Lowang enquired regarding possibilities of providing information on availability of ground water and mineral resources of the State.
Raman Kumar highlighted the activities of the RSI, Hyderabad and said that the RSI can come out with a land suitability map for the State as well as for ground water availability and other natural/mineral resources mapping.
He informed that RSI has already done more than 500 projects across the country including cadastral survey of Itanagar and major towns of Arunachal Pradesh and topographical survey of dam sites and power houses in the state.

CM meets GOC, discusses land issue
ITANAGAR, July 7: Chief Minister Pema Khandu and 56 Infantry Division GOC Major General Ashok Dhingra discussed defence land acquisition in the state with the Chief Minister assuring that all such cases will be taken care of.
Chief Minister said the state government in cooperation with the centre is trying to compensate the local people on lands wherever acquired by the defence establishment.
The Chief Minister welcomed Indian Army's development initiative in the state and said that Tawang is developed because of them. He also said people of Arunachal and the Indian Army share special bond.

DC lays foundation of Sela Pride assistance centre
ITANAGAR, Jul 7: West Kameng Deputy Commissioner Dr. Sonal Swaroop laid the foundation stone for Sela Pride, a BRO help centre, at Sella Pass on Friday.
The idea to establish the Sela Pride, which will assist and help the visitors to Sela Pass in time of need, was conceived by the Deputy Commissioner and Commander 42 BRTF.
Sela Pass situated at an altitude of 13760 ft on BCT road at Km 240 point experience subzero temperature from December to April every.
On March 13 this year, about 400 vehicles had got stranded on Sela Pass. There were old aged and heart patients in transit vehicles, who had come ill prepared for the snowfall on the Sela Pass and were looking desperately for rescue.
The BRO relief team located at Sela rescued all the vehicles and ensured safe passage.

ITANAGAR, Jul 7: Sinne Mikhu and Yaki Dignium from Arunachal Pradesh will represent the country in the 16th Asian Karate Championship to be held at Asthana, Kazakhsthan from July 9 to 17.
They were selected on the basis of gold medal winning performance in the KAI National Karate Championship, 2017.

Implementation of govt schemes
NAMSAI, Jul 7: The Namsai district administration has conducted a series of workshop, interaction, seminar and meetings with bankers, govt. officers and entrepreneurs separately for implementation of newly launched schemes namely Deendayal Upadhaya Swalamban Yojna, Bunkar Yojna, CM Krishi Rinn Yojna, Adarsh Gram Yojna and District innovation and Challenge fund.
While briefing head of departments, BDOs & EO (RE), administrative officers, Deputy Commissioner RK Sharma asked all departments to be proactive in implementing these schemes and requested various implementing authority to propose innovative schemes. TEZU, Jul 7: A coordination meeting was held to discuss implementation of Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (SABLA). The meeting also took stock of the health and nutritional status of adolescent girls.
The scheme consists of two major components-
Discussion was also held on "Dulari Kanya Scheme" for its effective implementation.
Deputy Commissioner Danish Ashraf, who presided over the meeting, stressed on the need for convergence with the concern departments for more effectiveness of the scheme and suggested to tie up with Skill Development Department for availing free training courses.
The ICDS Deputy Director briefed about the present status of activities being carried out under the scheme.
Vocational training is also being imparted from time to time.
The meeting attended by Lohit ZPM, Health, Education, Labour & Employment departments, CDPOs of Tezu, Wakro and ICDS field functionaries.

Speaking to press persons here on Thursday, WASE President Omen Ering and General Secretary Joya Tasung Moyong said that they were unable to understand the intention of the government as to why effort is being made to set up the distillery plant despite the fact that it was scrapped earlier during the short regime of Kaliko Pul after public complaint.
They also informed that Minister Tamiyo Taga as MLA had played a crucial role in cancelling the proposed unit.
"But, now the same unit is on the process of installation 'forcefully' by the BJP led State Government despite our repeated appeals and in contradiction to vision and slogan of Prime Minister Narendra Modi's Nasha Mukh Bharat," the WASE activists said.
The team WASE has strongly appealed the government to respect and regard the hard work and sacrifices of womenfolk, who have been fighting for eradicating drug and IMFL menace from the district from quite long time. It maintained that though assurances are being made not to sale the product in Arunachal Pradesh, pilferages and bootlegging are sure to happen which will affect the youths in large number.

HAWAI, Jul 7: The road blockade between Hayuliang and Chaglagam is likely to be restored within a couple days.
Anjaw Deputy Commissioner Mamata Riba, accompanied by a team of officials and PRI members, visited the affected site on July 5, where she was informed that men and machineries were pressed into service by BRO and the road blockade is likely to be cleared within two to three days, if weather permits. Shooting stones and rains are reportedly hampering the work.
The Deputy Commissioner also took stock of the food situation. She was informed that subsidized food grains under Directorate of Food & Civil Supplies have been lifted till June 2017 for Chaglagam as confirmed from nominee and DFCSO Anjaw.
The Deputy Commissioner informed that Minister Veterinary, Animal Husbandry & Art and Culture Dr. Mohesh Chai and Anjaw MLA Dasanglu Pul were in constant touch with District Administration to overcome the situation.

Allegations baseless: Organization
ITANAGAR, Jul 7: Barely two days after the United Organization of Arunachal Pradesh (UOAP) demanded the state government to drop Home Minsiter Kumar Waii from the Cabinet on alleged corruption charges, a group of UOAP executive members today termed the allegations as baseless.
In a statement here, the Organization claimed that the press statement demanding dropping of Home Minsiter from the Cabinet on corruption charges was given out by UOAP chairman Atung Tana without consultation with other executive members and claimed that the Organization is totally against the same.
UOAP, in its July 5 release, had alleged that Waii had appointed many persons in the labour board from his constituency without any policy or strategy, and purchased many unnecessary items in the name of the board.
Tree plantation marks Dalai Lama’s birthday celebration
TAWANG, Jul 7: A tree plantation drive was conducted in Tawang as part of celebration of the 82nd birth anniversary of His Holiness the 14th Dalai Lama on Friday.
Thousands of devotees thronged the Urgelling Gonpa and prayed for the long life and sound health of the His Holiness.

Further, a month long plantation drive under the theme 'Connecting With Nature' was also started during the auspicious occasion by the Tawang Monpa Employees Society.
Seedlings provided by the Department of Forest, Tawang were also planted at Circuit House, Tawang. Plantation drive would also be carried out at schools and other locations. DIPRO
No transfer without relievers: ARASU
ITANAGAR, Jul 7: The All Raga Area Students' Union (ARASU) has drawn the government's attention on transfer of teachers from the schools without relievers.
In a representation to the Parliamentary Secretary Education, Pani Taram, the ARASU has strongly opposed the transfer of teachers from schools without relievers.
The ARASU informed the Parliamentary Secretary that they had inspected various schools in the area, and found that most lack basic facilities including drinking water and toilet. The union expressed displeasure at government alleging that current state of government schools reflect utter negligence and failure of the authority. The students union presented the current teachers strength in various schools of its area and stated that absence of relievers have led to shortages of teachers in the schools affecting the academic session.

Extend support to APPSC
The decision of the government of Arunachal to cancel recruitment process of junior engineer under RWD has come in right time. The said recruitment process was supposed to be done departmentally in violation of cabinet decision to hand over all such recruitment process to APPSC. Though it is a praiseworthy decision, one wonder why Chief Minister Pema Khandu decided to intervene only at the last moment. He took the decision to cancel interview only when corruption allegation started to surface in social media.
Now that a decision has been taken to hand over the recruitment process of Group B and C employee to Arunachal Pradesh Public Service Commission (APPSC), the people of Arunachal will be hoping that commission does a fair job. In the past, commission itself has come under scanner for alleged corrupt practices. Some officials had to be suspended for their alleged role in leaking of question paper of public service exam. The onus lies on commission to win the trust of people of Arunachal. Strict measures should be adopted and proper guidelines should be set up to stop any kind of malpractice. Person with integrity and honesty should be appointed as the member of public service commission. Also state government should provide all necessary support to the commission in order to ensure that best candidates get selected in the exam held by the commission.

Increase seats
Dear Editor,
Through the column of your esteemed daily, I would like to express the grievance of unemployed vets in arunachal. Recently, a new policy was formed to increase the vet seats in different state.
I would like to ask the concerned authority that since the department hasn't created any VO post since four years and recently they have came out only with 3 VO post after four years then how could you met the increase unemployment rate.
Therefore, it’s my earnest request to the concerned authority to increase the post as much as possible to meet the frequent increase of unemployment. Such a less post after so many years is an injustice for all the unemployed.

Break free from gender stereotypes
Dear Editor,
Very often the reason that causes our depression is a grave and genuine one. Any issue be it a death of our dear one, injustice, social ills, unbearable financial constraints, physical abuse or emotional torture ~ is indeed very serious in nature.
When we suffer from depression, our well wishers generally advise us to share our pain with them, to listen to soothing music, to read an inspiring book, to get solace in the beauties of nature and to consult with a doctor. Needless to say that they advise such things not to get any money or favour from us. They only want to comfort ourselves as they are our friends in need. Unfortunately, we sometimes think that they are trying to belittle the gravity of the problem that is causing our depression. And also we are apprehensive about whether they are casting doubt on our mental strength. Such thinking actually belittles our genuine friends and isolates ourselves from them.
The funny thing is that when we suffer from cough and cold or from asthma, we do
not hesitate to go to a doctor and give her/ him medical fees to get necessary advice.
And we eagerly follow doctor's prescription which advises us to drink plenty of water,
soup and to inhale water vapour apart from taking medicines. Our doctor prescribes
those things not to pooh-
As a matter of fact, the social stigma attached to mental problems makes us behave
in this manner. Such stigma can wreck havoc especially on the psyche of a man as
we have been brainwashed with such myths as ~ "a real man should not cry". If a man
becomes emotional then he runs the risk of being branded as a "cry -
It is time to break ourselves free from gender stereotypes and to shed all inhibitions about depression or any other mental stress. We must not forget that no disease can be branded as exclusively mental or physical one. Our diseases are mainly psychosomatic as the mind and the bodies are closely connected.
